Although the film and curriculum materials were produced in Washington, their use has broad application as they are not specific (other than the mention of the academic standards) to Washington State.\n </p>\n <p>\n  The first part of the resource helps a teacher see how the film may be situated in the curriculum, noting relevant academic standards in social studies and writing (for Washington State), and a list of possible \"essential questions\" to prompt study in history, civics, and cultural studies. The suggested big ideas or \"enduring understandings\" for study are:\n </p>\n <blockquote>\n  <p>\n   In time of war the government may choose to suspend individual and/or constitutional rights.\n  </p>\n  <p>\n   Some military actions are reactions from a posture of fear.\n  </p>\n  <p>\n   Governments make decisions that impact people's civil rights.\n  </p>\n </blockquote>\n <p>\n  For classroom use, the guide lists questions to pose to students before viewing, at strategic points within the video, and after viewing. The guide also includes: a vocabulary list, a few focus activities, ideas for student assessment, and an annotated bibliography.
