Wanting to document the history of the ORA, Kuboyama attended UC Berkeley's Oral History Summer Institute in 2017, where she met Todd Holmes, a historian with Berkeley's Oral History Center. Through Stanford University, where Kuboyama worked, the Office of Redress Administration (ORA) Oral History Project received a grant from the\n <a class=\"encyc notrg\" href=\"https://encyclopedia.densho.org/wiki/Japanese_American_Confinement_Sites_Grant_Program\" title=\"Japanese American Confinement Sites Grant Program\">\n Japanese American Confinement Sites Grant Program\n </a>\n for $72,871. The pair conducted interviews in 2019 and 2020 and subsequently contracted John Ayon to work with them on the film.
